Chris Warburton Hulme builds one-off mixed-media collages on 1.5-inch wood panel out of acrylic paint, hand-painted acid-free collage paper, paint markers and permanent markers, priced $75 to $520, and turns the same images into $25 signed 8-by-8 art prints, $15 lined notebooks, $9 greeting cards, $4 paper bookmarks and $6 stickers.

Her original mixed-media collages sit under HTS 9701.99.00, the signed art prints under 4911.91.40 and the lined notebooks under 4820.10.20, all three on the CBP Section 338 list carrying a 50% duty since August 22, 2026. About half her customers were American. She told CBC News on September 4, 2026 that she has stopped shipping south of the border altogether and is registering for more Nova Scotia craft shows instead.

Her reason for pulling out of the US market is a matter of principle about what a duty on original art does to an artist.

She is turning toward Canadian buyers and the cheaper end of her own catalogue to replace the lost American sales.
Back in March 2025 when Donald decided to start bullying Canada, the country united behind the Elbows Up! rallying cry which originates from hockey legend Gordie Howe ("Mr. Elbows"…you know, that guy we named the bridge after?) Of course I had to make some art.
